A PEO or Professional Employer Organization assumes full responsibility of your company's HR administration.  A PEO essentially leases a companies current employees. This practice is also known as employee leasing or staff leasing.

A PEO basically hires your current employees and leases them back to you. The PEO manages the paperwork, employee records, and hires and fire whomever you want.
